JAMES S. BOWMAN is Professor of Public Administration at Florida State University. Bowman is the contributing editor of Essentials of Management: Ethical Values, Attitudes, and Actions and Professional Dissent. He is a member of the editorial board of Public Administration Quarterly, the Review of Public Personnel Administration, and Public Productivity Review. Bowman has been a National Association of Schools of Public Affairs and Administration Faculty Fellow as well as Kellogg Foundation Fellow. FREDERICK A. ELLISTON was, at the time of his death in 1987, a visiting professor of philosophy at the University of Hawaii.
